Moniteau County SB40 Board Begins Search for Executive Director

The Moniteau County SB40 Board began looking for a new executive director following the regular SB40 Board meeting on Nov. 22, 2010. In closed session, the resignation of Executive Director Staci Harrison was submitted, since she found a position closer to her family.
Mike Staton was introduced as the new Board member, replacing Debbie Milligan. Milligan served on the Board for several years. Staton will serve a three year term.
The Day Habilitation report indicated three new program participants, one of which will come on board soon. The newsletter has been started up again.
A Halloween party and a Thanksgiving party were both held. A blood drive / bake sale was planned for Dec. 28.
The Residential Habilitation report by Facility Supervisor Sherry Sanders indicated the new resident will be moving in soon. He has couch, table and chairs, bedding and towels. The staff and his housemates will be working to make it a smooth transition. One more apartment has an opening.
Two members of the staff, which had been recently hired, found full time jobs and gave notice. Attending job fairs provided the facility with applicants to call. All shifts were filled as of the Board Mmeting.
Several social events were on the calendar including a dinner and movie night in Fulton at the Missouri School for the Deaf, a chili dinner at the nutrition center and Friday night recreation events.
The QDDP (Qualified Development Disabled Professional) report said the staff had an average of 120 medications to administer daily. Six of the residents have adaptive equipment which must be checked monthly.
The staff documents everything in CMIS (Client Management Information System). On average, the staff writes 900-1,000 notes which are reviewed monthly by the QDDP.
Executive Director's Report
Executive Director Harrison provided information to the Board regarding updates to the CIMS which will help with effectiveness and efficiency of documentation and daily responsibility. She also recommended an option called Dashboard to make financial reports easier to understand. The initial data base cost was said to be $35.
The name of the "Prevention Waiver" has had a name change by Gov. Jeremiah Nixon to "Partnership for Hope Waiver." There is one vacancy in Moniteau County for this waiver.
According to Harrison, there was no contract for dental services and availability is a problem. An answer is being sought.
A shared meeting with the Guardians is scheduled for Jan. 15 at 5:30 p.m. All Guardians will be notified a week prior. The meeting will be facilitated by Dr. Vanderfeltz.
The challenge of Ameren to its Missouri property tax will affect the SB40 Board for about $7,000. Harrison said the funds will be in escrow until the issue is settled.
Obtaining grants is a problem for the organization since it does not have 501 (c) (3) non profit tax status. The attorney will take care of the application for a charge. Board member Gail Hughes will review it for no charge.
Several members of the public were present for the open session of the meeting. The request of the Guardians to be notified of all medical appointments will be reviewed. The information is available to them by calling the center, since the staff indicated it would be difficult on an individual basis due to time limits. There was some discussion of putting them on the on-line calendar, but the staff and Board indicated that could be a violation of recent laws and regulations.
An issue came up of packaging of medication to be sent with the clients when they are out for weekends or other trips. The issue will be reviewed. It is possible the process recommended by the Department of Mental Health does not entirely address the problems encountered by the Guardians.
Concern was expressed by those present about the "chain of command" as far as supervision of the Targeted Case Management staff. Several spoke about a possible conflict of interest with the Case Manager being under the supervision of the Executive Director. Board President James Canter explained this is the same organizational structure used by other TCMs and will be used in Moniteau County as well.
A rumor was brought to the attention of the Board but with no other information available, no action was taken.
After the closed session, corrections were made in the budget. The Day Activity Center renovation cost was lowered to $82,331 from $108,960, changing the bottom line to a positive $2,999 from a negative $19,961.
Unemployment insurance costs were budgeted for $4,899. Since it reached about $13,000, funds were taken from reserves to make up for it.
