Special Council meeting to discuss Proctor Park project

The Proctor Park east shelter house project was the topic of discussion on Wednesday, Dec. 2, at a special meeting of the City of California Board of aldermen. The shelter house is near the tennis courts in the southeast corner of the park.

The meeting was called to consider problems which occurred when the base was poured for the shelter house. The lower part of the forms were not firmly fixed at the base. The weight of the concrete as it was poured forced the bottom of the forms outwards in places. As a result, the concrete sides were left with a "curtain" appearance.

The council engaged in a lengthy discussion with Charlie Rackers, representing Rackers Manufacturing, which was in charge of the project, to attempt to solve the problem. While the base for the new shelter house will support the proposed shelter house with no problems, the looks of the completed project was of major concern.

Rackers agreed to chip off the concrete sides which were flared out beyond the intended dimensions, bringing the project within specifications. The repaired sides are then to be grouted to improve the appearance of the overall project. The discussion also resulted in an agreement to remove a tree and bring the concrete pads for the playground equipment closer together.

There are to be restroom facilities adjacent to the shelter house, with all facilities and the sidewalks compliant with the American Disability Act requirements.
