Budget hearing held for Moniteau County

The Moniteau County budget begins the year with a fund balance of $1,516,591.07. The 2015 estimated revenues of $4,183,120 and approved appropriations in the amount of $4,184,621.83 will leave the county with an estimated ending balance if $1,515,089.24.

The source, estimated revenue and percentage of the total of $4,183,120 follow: property taxes - $848,250 - 20 percent; sales tax collections - $1,215,000 - 29 percent; intergovernmental revenues -$1,277,600 - 31 percent; officer fees, interest and miscellaneous revenues - $465,270 - 11 percent; transfers -$337,000 - 9 percent.

The $4,184,621.83 total appropriations approved include the following:

The General Funds appropriations approved are $1,869,895.52. The operation of the county jail, sheriff's department and prosecuting attorneys office in the amount of $897,817.07 for 48 percent of the total General Revenue Funds.

Road and Bridge and the Off System Bridge Fund begins the year with a balance of $341,343.39 and is estimated to receive revenues in the amount of $1,816,200. Revenue includes a 25 percent proportion of Capital Improvement sales tax. This is an action that the Commission is to address each budget year as said in minutes of Jan. 21, 2014. In the part, the Motion designates that the County commission will in the future direct what percentage of the Capital Improvement Fund is to be transferred to the Road and Bridge Fund. The fund has improved appropriations in the amount of $1,286,106.

One of the projects of the Road and Bridge Department is the completion of a bridge replacement on Moniteau Church Road, located in District I. District I Commissioner Tony Barry reported that this project should be completed in a few weeks. The cost, which was originally estimated at about $450,000, will finally be about $380,000. It will be paid from the Off System Road fund.

The Capital Improvement Fund, with a beginning balance of $607,770.83 and estimated revenues of $466,500. Appropriations approved are $365,000, with $150,000 for repairs to the County Courthouse and $215,000 for the ongoing support of county government operations.

All other officer use and special usage funds have a total combined beginning balance of $511,717.88. Estimated revenues for 2015 are $659,970. The approved appropriations of $663,620.31 will leave an ending balance of $508,067.57.

The Moniteau County Commission continues to monitor all revenues coming into the county and will continue to work with all county officials to ensure providing of efficient and cost-effective county services.

Following the presentation of the budget, Presiding County Commissioner Kenneth Kunze addressed several issues. He said health insurance increased from $412 to $459 per employee. The county will pick up the cost of the increase. He also said the Workman's Comp payment from the county has increased to $76,378. The 2014 amount was $67,338 up from the 2013 amount of $58,546.

Kunze also reported that county employees will receive a 25 cent an hour raise across the board.
