Earl L. Manning, 89, of Jefferson City, Mo., passed away Saturday, June 27, 2020 at his residence. He was born on September 19, 1930 in Jefferson City, Mo., the son of Floyd H. and Clara (Gerhardt) Manning, who preceded him in death. From the age of two he was raised by his stepmother Anna (Tubbesing) Manning, who also preceded him in death. Earl was united in marriage on February 26, 1971 in Jefferson City to Marjorie Messerli Bratten, who survives of the home. He was a graduate of Eugene High School. Earl graduated from The Stonier Graduate School of Banking at Rutgers University in New Brunswick, NJ in 1975. Earl worked for International Shoe Company, JCPenney, and as an auditor for the State of Missouri. Earl's main career began on February 19, 1962 when he was employed by the Missouri Division of Finance as an Assistant Bank Examiner. He was promoted through the ranks until he was appointed Commissioner of Finance for Missouri in 1989. He served as Commissioner until his retirement on March 30, 1999, holding the position longer than anyone in Missouri's history. Earl served as the National President of The Society of Financial Examiners, the National Chairman of The Conference of State Bank Supervisors in Washington, D.C. and was a member of the State Liaison Committee of the Federal Financial Institution Examining Council in Washington, DC. Earl started his own bank consulting firm in 2000 after his retirement. He was a lifelong Christian. Earl belonged to Jefferson Lodge #43 A.F & A.M and was a 50 year Mason. He was also a member of the Grand Cross of Color, International Order of the Rainbow for Girls. He enjoyed reading about great historical figures and took great pride in caring for his lawn. Survivors include: his wife, Marjorie Manning of the home; one son, Steven J. Bratten and wife Cheryl; one daughter, Rita (Bratten) Rauba and husband Alan; four grandchildren, Christopher J. Bratten, David K. Bratten, Stephanie J. Rauba and Michael T. Rauba, all of Jefferson City, Mo. He is also survived by a sister, Dorothy Gretlein of Jefferson City. Earl was preceded in death by one brother, Willard W. Manning. Visitation will be at Bowlin-Cantriel Funeral Home, California, Mo. on Wednesday, July 1, 2020 from 1-2 p.m. with funeral services at 2 p.m. Officiating will be Rev. Russell Cobb. Interment will be at the California Evangelical Cemetery. Memorials are suggested to Hospice Compassus or the California Evangelical Cemetery, c/o the funeral home. Arrangements are under the direction of Bowlin-Cantriel Funeral Services, California, Mo.
